May 31, 2007 SURREY – Upon learning that Paul Callow, termed as the “balcony rapist” is moving back to Surrey, Surrey Newton NDP MLA Harry Bains has written a letter to the RCMP asking what measures have been put in place to prepare the community for the move. Harry BainsBains has been vocal about the need to protect the community since Callow first moved to the Surrey Newton area from Ontario in February. A copy of the letter is attached.
